With the “agreement about the promotion of youth political cooperation between the Federal Republic of Germany and the Russian Federation” from December 21, 2004 the funding, expansion and intensification of German-Russian youth exchange is defined as a goal for both sides.

The funding of extracurricular exchange on the German side is carried out through the children and youths plan of the federation as part of a bilateral special program.

Term of application
The application is to be filed to GWBY by October 15 in the preceding year before execution of the exchange. The planned program is to be added.

Basic conditions of the exchange programs
The funding of German-Russian exchanges from funds of the children and youths plan of the federation is related to certain conditions which have to be recognized while planning and preparation.

	A partnership which aimes a longer mutual exchange should exist or be aspired. The program should be commomly accomplished with the partner group.
	The participants should be prepared for the exchange. After finnishing the activity an evaluation with the group should be carried out.
	A common program should be prepared and adjusted between both partners in time.
	The responsible leading personnel should have experiences in international youth work
	The responsible organization have to take care of accident, health and casualty insurance for all participants.
	The number of Russian and Germand youths should be even. The number of advisers must not exceed 10% of the youths.
	The participants should be at least 12 and not older than 26 years.
Criteria for exclusion Basically not funded by the children and youths plan of the federation are:
	Individual journeys
	Excursions, tours of folklore groups, choires or orchestras
	One sided study journeys
	School journeys/ school exchanges
	Journeys with predominantly touristic character and projects of youth recreation
	Students programs within the responsibility of schools (here a funding via the foundation of German-Russian youth exchange with funds of the Robert-Bosch-Foundation is possible)
	Language studies and other study abidances of single persons, scholarships and au pairs
